Welsh Government sets out plan for government including powers for an independence vote

The Welsh Government has published its new Programme for Government, setting out the priorities it says will shape Wales over the next four years.
Launched by First Minister Rhun ap Iorwerth following the Senedd election on 7 May, the plan outlines what ministers want to achieve before the next election.
The Government says its immediate focus will be on cutting NHS waiting lists, supporting families with the cost of living, creating well-paid jobs, raising standards in schools and tackling child poverty.
It also pledges to push for greater powers for the Senedd, with the First Minister saying Wales must be given the tools to make “bolder and more radical” changes.
What's among their demands?
- Formally requesting the devolution of the right to decide on the timeline, question, and process for an independence referendum.
- Pursue the full devolution of justice and policing to Wales with the urgency this deserves.
- Formally request the full devolution of power over water in Wales.
Rhun ap Iorwerth said the document was a “blueprint for change” and promised a more joined-up approach across government departments.
He said: “Our focus is on turning our early action into lasting results - by getting NHS waiting lists down, ensuring a more sustainable future for our NHS, helping families with the cost of living, creating good jobs, raising standards in our schools and tackling child poverty.”
The First Minister also said his government would be “uncompromising” in demanding fairness from Westminster.
“We were elected to get Wales moving after years of drift and stagnation,” he added. “That remains our mission.”
