Bristol police officer charged with making and distributing indecent images of children

Michael Elmer, 36, faces multiple charges

A serving police officer based in Bristol has been charged with offences, including making and distributing indecent images of children.

Michael Elmer, a 36-year-old police constable, was arrested by Avon and Somerset Police in May 2025 following information received by their Internet Child Abuse Team.

Elmer appeared at Bristol Magistrates’ Court today, 29th January, where he was charged with three counts of making indecent images of a child, one count of distributing indecent images of a child, and one count of sharing an intimate photograph or film of a person for sexual gratification.

After his court appearance, Elmer was released on conditional bail and is due to appear at Exeter Crown Court on 27th February.

Police response

In a statement, Deputy Chief Constable Jon Reilly of Avon and Somerset Police outlined the steps taken since the allegations came to light.

“An investigation was immediately launched following information received, resulting in a serving police officer being arrested and suspended from duty in May 2025.

“As we do in any instance where criminal allegations are made, a thorough investigation has been carried out with the evidence passed to the Crown Prosecution Service, which authorised charges to be brought.

“We know this case will be of significant concern to members of the public, due to the nature and seriousness of the charges.

“It will also cause distress to those working for Avon and Somerset Police and it’s important for me to reiterate that the vast majority of our officers, staff and volunteers are entirely dedicated to serving our communities and work tirelessly to keep people safe.”

Separate investigation ongoing

While Elmer remains suspended, Avon and Somerset Police confirmed that their Professional Standards Department is conducting an investigation into breaches of professional behaviour standards. However, the force stated that criminal proceedings will take precedence.
