Barton House evacuation review finds safety focus was correct
Independent review acknowledges decision-making but identifies gaps in resident support

An independent review into the events surrounding the evacuation of Barton House in Bristol in November 2023 has confirmed that leaders prioritised safety in decision-making, but has noted areas for improvement in resident support.
Hundreds of people were told to leave their homes at short notice after new information emerged over structural fears.
Conducted by Altair Consultancy and Advisory Services, the review examined the emergency evacuation circumstances and the subsequent response.
The report points out that new information identified structural risks, prompting rapid decision-making to prevent a fire-induced collapse.
According to the report, leaders acted within their duties, focusing on life safety above other considerations.
Although support for residents adapted over time, the complexity of the impacts that followed couldn't be entirely mitigated.
The report also acknowledges the evacuation's lasting effect on many residents and critiques preparedness, suggesting improvements in communication and planning for household needs.
Councillor Barry Parsons, Chair of the Homes and Housing Delivery Committee, said: "I would like to thank everyone who contributed to this review, particularly the residents of Barton House who shared their experiences so openly and honestly.
"Reliving such a difficult period will not have been easy, and their willingness to speak candidly was essential in helping us understand both the strengths of the response and where things could have been better, and the lasting impact this had."
The review makes several recommendations to improve future governance and risk management, including clearer safety procedures, enhanced training, effective team coordination, and stronger communication channels to provide accurate information to residents.
