Wiltshire Council considers new travel assistance policy for SEND students

Proposed changes aim to support independence while managing costs

Wiltshire Council has approved a new travel assistance policy that aims to provide more flexible support for young people with Special Educational Needs and Disabilities (SEND) in post-16 education.

The council's cabinet will discussed the policy at a meeting yesterday (6 May), following a statutory consultation period that gathered feedback from various stakeholders, including parents, carers, and educational institutions.

Currently, Wiltshire Council spends approximately £2.3 million annually to provide discretionary transport assistance to 431 post-16 learners with Education, Health and Care Plans (EHCPs).

With rising costs and increasing demand, the council seeks sustainable approaches to maintain access to education while supporting independence.

The policy will encourage a shift from designated taxi services to options such as independent travel support, public transport access, or parent-supported travel based on individual needs.

The proposal intends to gradually reduce reliance on external taxi providers, contributing to financial savings outlined in the Medium-Term Financial Strategy, including £406,000 for the 2026/27 period and £292,000 for 2027/28.

Wiltshire Council's statutory obligations include free home-to-school transport for eligible children of compulsory school age and some learners aged 19 and over attending courses started after their 19th birthday outside further and higher education.

However, there is no legal requirement for transport provision for post-16 learners, even those with an EHCP.

Councillor Jon Hubbard, Cabinet Member for Children's Services, SEND, Education, and Skills, emphasised the importance of travel arrangements: "The feedback received has played an important role in shaping this proposed policy. We aim to support young people with SEND to develop confidence and independence as they prepare for adulthood."

The final Post-16 Travel Policy Statement will be published by 31st May 2026.
