Government "very concerned" about Cheshire East Council
Ongoing challenges and gaps spark concern in council's progress
Cheshire East Council is facing scrutiny from the Ministry of Housing, Communities & Local Government (MHCLG) due to persistent leadership gaps, high turnover, and reliance on interim roles.
Though the council has made some early strides, including adopting a cabinet model of governance and improving children's services, recognised by Ofsted, the MHCLG remains concerned about the council's long-term sustainability.
The importance of cultural change driven by a robust leadership team was highlighted by the ministry. Additionally, financial sustainability plans must be consistently implemented to ensure ongoing progress.
A revised best value notice has been issued to the council, with a review scheduled for November 2026.
Council leader Nick Mannion (Lab) acknowledged the government's engagement and early signs of improvement, despite not having read the revised notice. He stated, “I haven’t actually read it yet, but since the original notice was issued in May 2025, the government recognises our constructive engagement and early signs of improvement.”
Deputy leader Michael Gorman (Ind) expressed optimism about the council's trajectory, claiming that it demonstrates confidence in the administration. He said, “We really do fully appreciate and understand the scale of the challenge that remains, but this is really great news, and really demonstrates the confidence in this administration, which is being taken by MHCLG.”
In contrast, Conservative group leader Stewart Gardiner voiced scepticism after reading the latest correspondence from the government. He highlighted the importance of honesty regarding the council's shortcomings to achieve necessary change and said, “The positivity with which Cllr Mannion and his deputy greeted the letter… was, on the face of it, very welcome news. Imagine my incredulity when I read the letter... there needs to be an acceptance that without being honest about ourselves, and our failings, we cannot hope to deliver the change which is required.”
