Sheffield City Council to outsource litter picking and dog fouling services

A new scheme will see litter and dog fouling enforcement handed over to an outside company

Sheffield services to tackle litter and people who do not pick up after their dogs are being outsourced in a bid to make improvements.

The new scheme agreed by the monthly meeting of Sheffield City Council (February 4) will see litter and dog fouling enforcement handed over to an outside company in an initial one-year deal involving a collaboration with City of Doncaster Council.

As previously reported by the Local Democracy Reporting Service, contractor Waste Investigations Support & Enforcement Ltd (WISE) currently works with more than 40 local authorities.

The Doncaster council already has similar agreements in place with Rotherham Metropolitan Borough Council, North Lincolnshire Council and North-East Lincolnshire Council.

The aim of the scheme is to hand out more fixed penalty notices to people who fall foul of the law.

Environmental services and regulation policy committee chair Coun Joe Otten proposed the idea, which was approved by the committee in December.

He said it would mean more enforcement action at no extra cost.

“I think we’ll agree in this chamber would agree that the problems of dog fouling and the problems of litter across the whole of the city are things that residents really care about and rightly so.

“They want us to take more action so this is a good news story and it’s a chance for us to do that.”

Coun Christine Gilligan Kubo said: “I think it’s a very sensible policy. Litter and dog fouling are areas that we have struggled with across the city.”
