Severn Trent Water breaches wastewater obligations, commits £98m for improvements

Proactive measures taken ahead of formal enforcement by Ofwat

Severn Trent Water has been found to have serious failings in its wastewater and sewage management duties, according to the latest Ofwat investigation.

The company proactively identified the issues and invested £98m in improvements before Ofwat opened an enforcement case in July 2024.

Average spills from storm overflows were reduced by 41% year on year in 2025, with Severn Trent Water consistently outperforming other wastewater companies.

Ofwat accepted a package of enforceable undertakings from Severn Trent Water, deciding against imposing a financial penalty.

This marks the conclusion of the eighth case in Ofwat's sector-wide wastewater investigation, which has secured enforcement actions and fines exceeding £300m.

Ofwat's investigation revealed that Severn Trent Water failed to properly manage drainage and sewer contents and historically lacked adequate processes to meet these obligations.

Despite the historical breaches, Severn Trent Water has implemented correct procedures to rectify outstanding issues and ensure future compliance.

Senior Director for Enforcement at Ofwat, Lynn Parker, commented positively on Severn Trent Water's proactive identification and rectification of issues, setting a standard for others to follow.

In terms of infrastructure improvements, £98m from shareholders has been allocated to expand capacity at 65 wastewater treatment sites, improve storm and overflow measures, and invest in nature-based solutions.

The investment has effectively reduced spills despite heavier rainfall, showcasing Severn Trent Water's commitment to tackling these challenges.

The company remains non-compliant with certain regulations but has resolved licence issues related to planning and control resources.

Severn Trent Water's superior data quality regarding its Event Duration Monitoring (EDM) operation further emphasises its capabilities compared to the industry average.

As Ofwat's investigation continues, two additional cases remain open.
