73-year-old fined for breaching Criminal Behaviour Order in Northampton
Kevin Lowe targeted neighbours despite court-issued restrictions
Kevin Lowe, a 73-year-old resident of Byfield Road, Woodford Halse, has been fined for breaching a Criminal Behaviour Order issued due to his persistent targeting of neighbours.
Lowe admitted the breach at Northampton Magistrates' Court on 9th July, where he was fined £307, along with a £123 victim surcharge and £85 in court costs.
The Criminal Behaviour Order, which is valid for two years, was granted by magistrates on 29th June after hearing evidence of Lowe's verbal abuse and intimidation towards neighbours over four years.
Northamptonshire Police's Anti-Social Behaviour and Civil Orders Team, collaborating with West Northamptonshire Council, secured the order to curb his behaviour.
However, Lowe violated its conditions by verbally abusing a neighbour on 4th and 6th July, leading to his arrest.
The order explicitly barred Lowe from contacting or communicating with the targeted neighbours in any manner.
PC Tom Wills, from Northamptonshire Police's Anti-Social Behaviour and Civil Orders Team, stated: “Everyone has the right to a peaceful home life and to enjoy where they live, but Kevin Lowe's behaviour has left his neighbours often feeling too scared to leave their homes or participate in community events."
