Three people have been arrested as part of an investigation into illegal items being thrown over the wall into HMP Rochester.
Drugs, mobile phones and SIM cards are getting into the prison, over the boundary walls.
Kent Police accompanied by prison investigation teams have arrested three men at their home addresses in Swanley and Orpington.
Items including drugs and a knife were seized, and the suspects, aged 42, 27 and 21, were taken into custody.
They were later bailed while the investigation continues.
Investigating officer, Detective Constable Olivia Welch, said: "Prohibited articles in prisons undermine security and fuel serious crime and disorder both inside and outside the jail. We will continue to work closely with prison teams to identify, arrest and charge anyone suspected of being involved in this serious crime."
