Revised plans set out for regeneration project in Worcester's city centre

People are being asked for their views on an updated document which outlines what is being proposed for Worcester’s Shrub Hill Quarter

Major plans created to regenerate part of Worcester's city centre have been revised, with a public consultation launched for people to give their views on it.

A draft supplementary planning document (SPD) has provided an update on the proposals for the revamp of the 14-hectare site in the Shrub Hill Quarter, which includes the creation of more than 500 homes, 5,000 jobs and public spaces.

It's as a shared use pathway linking Shrub Hill Station to the city centre was completed in April, with work set to begin on the refurbishment of Isaac Maddox House into an enterprise centre.

The SPD was first published in 2024, but has been revised to take account of new policies in the South Worcestershire Development Plan Review (SWDPR) that was formally adopted in March, with the updates reflecting the changes in planning policy and work undertaken so far.

Councillor Robyn Norfolk, chair of Worcester City Council’s place and economic development committee, said: “We want the regenerated Shrub Hill Quarter to be an appealing location to live, work and relax, and the revised Supplementary Planning Document is a vital cornerstone in achieving that aim.

“The SPD focuses on the type of place Shrub Hill can and should be.

"We want to make sure we get this important document right."

The existing Shrub Hill Industrial Estate, the historic Engine Works building and the railway station are all based in this part of the city, with the city council working in partnership with Worcestershire County Council on the regeneration plans.

Among several listed buildings on the site are the railway station and the Engine Works, all of which would be preserved under the proposals set out in the draft SPD.

The city council said the document also sets out "clear expectations" for developers who want to purchase land in the Shrub Hill Quarter or submit a planning application for the area.

The consultation closes on the 5 June.
