Plans for 87 Essex homes, which sparked a “large number” of resident objections, have been thrown out. The proposals for land near Napier Road and Wellington Road, Rayleigh included 44 affordable homes, open space and children’s play areas.

Rochford District Council’s Development Committee discussed the plans on October 20. The meeting saw a big public attendance, who clapped loudly as councillors voted to refuse the plans.

Rayleigh Town Councillor Dave Sperring told the meeting: “This land is effectively sponge, it absorbs huge amounts of water and has done so for many years. I am very concerned that if this application goes ahead this flooding will increase substantially.”

Councillor Daniel Efde raised “significant concerns.” He added: “We could approve development on green belt land based substantially on a promise of affordable housing only to be asked later to reduce or remove it because no provider will take it on.” He also branded the proposals and reports as “fundamentally flawed” due to flooding fears.

A spokesman for the developer said: “There is a substantial need for new homes in Rochford. The need for affordable homes far exceeds the supply both across the district and Rayleigh.

“There are no outstanding objections from statutory consultees to this application. I know green field housing development is emotive, but so too is the massive need for new homes, particularly for those families on the council’s housing register.”
