Eight Hull residents fined over £16,000 for failing to maintain land
Hull City Council warns property owners to manage waste to avoid prosecution
Hull City Council has prosecuted eight property owners who failed to maintain their land, resulting in fines totaling £16,182.22 and criminal records.
In all cases, action was taken following public complaints, prompting the council's environmental enforcement officers to investigate.
Councillor Charles Quinn, Hull City Council's portfolio holder for the environment, stressed the importance of maintaining land cleanliness. “These successful prosecutions demonstrate that we do not take these offences lightly and that we will always listen and respond to complaints from the public about untidy land."
Quinn emphasized the need for property owners to take responsibility for waste management, as neglect can detriment neighbourhoods and is unfair to other residents.

The prosecuted individuals did not attend Hull Magistrates’ Court when summoned and were subsequently convicted in absentee:
Laurence Phillip Bird of Priory Road fined £3,289 for issues reported in October 2025.
Bryan Wilson of Inglemire Lane fined £2,700 following April 2025 complaints.
John Mills of Pearson Park fined £1,860 after complaints in August 2025.
Amy Rebekah Murphy of 6th Avenue fined £2,282 due to November 2025 complaints.
Alexandra Levi Gallagher of Wold Road fined £1,815 relating to October 2025 complaints.
Stephen Beal of Florence Avenue fined £816.77 after January 2026 reports.
Sophie Tuck of Ellerburn Avenue fined £1,149.95 due to November 2025 complaints.
Representative from UC Properties Ltd fined £2,269.50 based on February 2026 complaints.

Hull City Council advises residents to use approved waste services, such as waste and recycling centres and household collection schemes, to prevent similar issues.
Property owners who hire external services for waste removal should verify the waste carrier is authorized to prevent illegal disposal.
