Reading driver banned and fined for illegal taxi rides at Henley Regatta

South Oxfordshire Council warns against unlicensed taxi hire

A driver has been banned from driving for six months after being caught illegally plying for hire during Henley Regatta.

Arshed Abdul Aziz, 67, of Bruce Road, Woodley, Reading, pleaded guilty at on 12th December to unlawfully plying for hire in Henley on 5th July 2025. He was also found guilty of failing to have the required motor insurance and not wearing his council-issued driver’s badge.

South Oxfordshire District Council carried out checks during the regatta and spotted Mr Aziz’s vehicle displaying an illuminated taxi roof sign, indicating it was available for hire. A test purchase revealed that he quoted an inflated fare and admitted there was no prior booking in Henley. Investigations confirmed that he was uninsured and not licensed to pick up passengers without pre-arranged bookings in South Oxfordshire.

Magistrates fined Mr Aziz £336, ordered him to pay a £96 victim surcharge and prosecution costs of £935, amounting to a total penalty of £1,271. His six-month driving ban was issued, and his case referred to his local licensing authority for further action regarding his licenses.

Cllr Georgina Heritage, Cabinet Member for Communities, said:

“Henley Regatta attracts thousands of visitors each year and their safety is our top priority. Unlawful taxi activity puts passengers at serious risk – journeys are untraceable, uninsured and often overpriced.

“We will not tolerate illegal taxis plying for hire in South Oxfordshire and will take robust action to protect the public.”

Safety advice for passengers

South Oxfordshire Council advises passengers to only book licensed taxis and private hire vehicles to ensure their safety during travel. Vehicles licensed in the district should display a council-issued plate on the rear, while drivers must wear their official badge.

Passengers should avoid accepting offers from unbooked vehicles and always arrange hires through licensed operators.

Drivers licensed outside South Oxfordshire are permitted to pick up passengers in the district only with prior bookings. Anyone caught operating unlawfully may face prosecution, a £2,500 fine, a driving ban, and the potential revocation of their license.
