Luton Council achieves 'Good' Ofsted rating for children's services

Significant progress made in supporting vulnerable children despite challenging conditions

Luton Council has been recognised with a 'Good' Ofsted rating for its children's services, reflecting a marked improvement from a previous 'Requires Improvement' rating in 2022.

The latest Ofsted inspection highlighted the compassion, care, and dedication demonstrated by staff towards the children and young people they support.

This milestone achievement arrives amidst challenging conditions, including high levels of deprivation, pressure on local government funding, the disruption caused by the COVID-19 pandemic, and the ongoing cost-of-living crisis.

Strong leadership and collaboration have been pivotal to Luton Council's progress, enabling vital improvements that bolster support for the town's most vulnerable children and young people.

The inspection report commended the success of Luton’s Families First for Children pathfinder programme, initiated as part of a social care reform project among 10 Local Authorities selected in 2024.

This initiative has resulted in more coordinated and timely support for families, thanks to new locality-based Family Help teams.

Disabled children have received coordinated multi-agency support, while children in care have experienced improved stability and quality placements.

The service has also empowered children's voices in decision-making processes through assemblies such as the ‘All In This Together’ group and the ‘Care Leavers Council’, allowing young individuals to meet with the lead member for children’s services and senior leaders.

Luton Council's diverse leadership team and workforce were acknowledged for their reflection of the communities they serve, aided by investments in recruitment and training.

Councillor Umme Ali, Portfolio Holder for Children’s Services, expressed delight in the Ofsted recognition, stating that the council remains committed to further strengthening services for children's welfare.

Despite identified areas requiring further enhancement, including consistency in services provided to care leavers, a plan is in place to address these issues.
