Progress in Peterborough children's services praised by Ofsted

Inspectors commend council leaders for their commitment to care leavers

Children's services in Peterborough are continuing to improve due to “strong, committed and highly ambitious” council leadership, according to a recent Ofsted monitoring visit.

Peterborough City Council has made significant progress since being judged inadequate in November 2023, with the latest review by His Majesty’s inspectors on 28th October 2025 highlighting advancements in its care leaving service and workforce development.

The fifth monitoring visit since the initial judgement focused on pathway planning, care leavers in custody, and care leavers not in education, employment, or training. Inspectors stated:

“Leaders in Peterborough remain strong, committed and highly ambitious for care leavers. The cabinet member for children’s services and the newly appointed leader of the council are committed to strengthening partnership working to ensure that services for young people improve their experiences."

The report highlighted several enhancements, including the successful implementation of the innovative House Project, which helps care leavers develop independent living skills and confidence. Inspectors praised the council’s enhanced local offer, describing it as clear, accessible, and shaped by young people.

They also commended the council for securing funding for an 11-week activity and skills programme aimed at reducing social isolation among care leavers while helping them develop new skills and confidence.

Councillor Katy Cole, Cabinet Member for Children's Services at Peterborough City Council, welcomed the findings, saying:

“Once again, I am pleased with the outcome of this latest monitoring visit which acknowledges the progress we are making to achieve better outcomes for all children in Peterborough. Our administration and children's services department are fully focused on working collaboratively and effectively to improve this vital service.

“I also want to thank all of the children and families, as well as our practitioners and staff for their hard work and continued dedication for children and their families. As the Ofsted inspectors state, we still face challenges across the service which we are actively working to overcome.”
