The amount of Fixed Penalty Notices handed out to people for fly-tipping offences around the city have more than doubled since 2024.

The revelation was shared by Cabinet Member for Environment and Transport, Councillor Angus Ellis at a Full Council meeting held at Sand Martin House on Wednesday (March 25).

“Fly-tipping blights our communities and enforcing against it remains a top priority for this council,” he said.

The Park ward councillor added: “We must continue to identify and punish those who still think it’s an acceptable behaviour.”

Cllr Ellis described enforcement as an “important tool” in the council’s drive to tackle the issue:

“Since April 2025, officers have issued 231 Fixed Penalty Notices.”

That is more than double last year’s total of 104”

The Labour councillor attributed this upward trend in successful enforcement to several key components:

“This has been achieved thanks to the deployment of additional enforcement cameras, and publicity campaigns encouraging witnesses to come forward and report incidents,” he said.

During discussions, Green Party leader Heather Skibsted asked Cllr Ellis if the council would be willing to follow the examples set by other local authorities and set up a rapid response team that could deploy within 24 hours to tackle fly-tipping complaints.

“An increased level of urgency – of response – should be a number-one priority, she said, adding: “I have not experienced urgency when I have recently reported video evidence of fly-tipping.”

Cllr Ellis responded by saying he would “take on board any suggestions,” and highlighted the work being done by the Task & Finish group that was set up in 2025 to tackle the ongoing issues of fly-tipping.
