New Prevention Strategy to tackle crime across Rutland

It marks the first time the three areas have launched a joint prevention blueprint

A ground-breaking plan to stop crime before it happens has been unveiled across Leicester, Leicestershire and Rutland.

The Prevention Strategy 2025–29, formally agreed by Police and Crime Commissioner Rupert Matthews and Leicestershire Police, sets out how safety partners will work together to address the root causes of crime, anti-social behaviour and vulnerability.

It marks the first time the three areas have launched a joint prevention blueprint, backed with resources for evidence-based projects designed to make a real difference in people’s lives.

Communities will be given tools to create local solutions to help neighbourhoods thrive.

The approach builds on the force’s Prevention Directorate, praised nationally by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services for its “impressive range of activity, projects and functions”.

PCC Rupert Matthews said prevention was the “golden thread” of his Police and Crime Plan, adding:

“Without a strong emphasis on prevention, policing becomes a cycle of reacting to incidents without ever addressing the underlying issues.

"By effectively stopping crime before it happens, we protect victims from trauma and reduce pressure on public services.”

Temporary Chief Constable David Sandall said collaboration with the PCC’s office would be key:

“Leicestershire Police has invested in prevention for several years, including our nationally recognised Prevention Directorate. This joint strategy will help embed our progress and advance efforts to prevent crime and harm in our communities.”

The strategy, which runs until 2029, aims to create safer, healthier and more prosperous neighbourhoods across Leicester, Leicestershire and Rutland.
