Emergency teams test communications during major power failure

Exercise Echo simulated how councils could coordinate during widespread outages

A large-scale emergency communications test was carried out in Worcestershire, Herefordshire and Shropshire to simulate how councils could coordinate during a major power failure.

Exercise Echo took place on 5th December 2025 and saw trained volunteer radio operators set up specialist equipment on the Malvern Hills, Clee Hill and the Long Mynd. These high-level sites allowed the three counties to link council headquarters in Worcester, Hereford and Shrewsbury using independent radio systems that do not require mobile networks, landlines or the internet.

The exercise aimed to ensure essential services could still operate and messages could be quickly passed between counties, managing resources and supporting vulnerable people should communication systems fail.

Councils plan for any scenario

Councillor Satinder Bell, Cabinet Member for Health and Wellbeing at Worcestershire County Council, said: “This exercise is about being prepared for every scenario. While widespread power outages are extremely unlikely, it is our responsibility to plan for all scenarios so we can continue supporting residents whatever the circumstances. I’m pleased to see such strong collaboration between our counties and the volunteers who make this work possible.”

Expanding successful trials

Exercise Echo builds on earlier tests from 2024, when Worcestershire and Herefordshire first linked their systems, along with trial connections to Gloucestershire. This year’s test confirmed the system’s scalability for future use.

The region’s emergency planning teams will continue expanding their resilience through further field tests and training, ensuring they can coordinate effectively in any situation.
