Over £5,000 in fines as Bromsgrove cracks down on fly tipping
33 penalty notices have been issued as part of targeted enforcement
Bromsgrove District Council issued £5,390 in fines last year as part of its zero-tolerance approach to fly tipping.
The enforcement activity, supported by Worcestershire Regulatory Services (WRS), saw 33 Fixed Penalty Notices (FPNs) handed out to offenders between December 2024 and November 2025.
Local patrols, community intelligence, and investigative expertise from WRS – including evidence analysis, vehicle tracing, and witness liaison – were key to identifying those responsible for illegally dumping waste.
One case on the Alvechurch Highway illustrated the council’s approach. Investigators found evidence in dumped mattresses, plywood, and bin bags, tracing the items back to a homeowner.
The homeowner had hired a van to clear their garden waste but failed to check if the waste carrier held a licence or to get a receipt. As this was a breach of their legal duty of care, they were issued with a £160 FPN.
Residents are advised to always check a waste carrier is registered with the Environment Agency to avoid falling victim to scams. Anyone using unlicensed carriers could face penalties if their waste is fly tipped.

“Bromsgrove District residents are rightly fed up with environmental crime, which is why we beefed up enforcement including by bringing in WRS.
“With specialist intelligence and investigative support, we are better placed than ever to hold unscrupulous people to account. People need to know that if they dump waste on the public here, they can expect to be found, and face penalties all the way up to prosecution.”
