Heightened security after spike in ‘aggressive’ incidents at council

A spike in “verbal and physically aggressive” incidents has prompted the posting of a security guard at the entrance of a Gloucestershire council.
Councils across the county have tightened security measures in recent years due to an increase in aggressive behaviour during and after public meetings.
And now Cheltenham Borough Council is further enhancing its safety measures at the Municipal Offices.
This is in direct response to aggressive incidents in public areas of the building as the situation has worsened over the last six months.
A security guard was brought in in May as part of a six-month trial which will cost a maximum of £23,000.
Former councillor Emma Nelson asked about the issue at last week’s full council meeting.
“I see there now a security guard at the main entrance to the Municipal Offices,” the Conservative said.
“Why is this now deemed necessary, when was the change made, and what is the total annual cost to Cheltenham Borough Council for provision of this service?”
Liberal Democrat councillor Flo Clucas (Swindon Village), who is responsible for housing and customer services at the council, said the measures are aimed at supporting the wellbeing of staff and the public.
“A security officer has been introduced in response to verbal and physically aggressive incidents in the public areas of the Municipal Offices, often targeted at Staff,” she said in her written response to Mrs Nelson.
“The frequency of incidents of this nature has increased over a period of time and notably so over the past six months.
“The presence of a security officer is intended to support the wellbeing of both colleagues and members of the public who work in and visit the offices.
“This is a temporary six-month trial which commenced on May 11, 2026 and is part of a wider programme of improvements to enhance safety in the building.
“The cost will be a maximum of £23,000.”
