Plans are afoot to build 1,700 new homes in a village on the outskirts of Cheltenham.

Bloor Homes is looking for feedback on its proposals for Willowbrook on land near junction 10 of the M5 in Uckington.

Developers say it will provide a sustainable new £1bn gateway for North-West Cheltenham on land north of Tewkesbury Road.

The project represents a major investment in the region over the next decade and is designed as a natural extension of North-West Cheltenham, they say.

Willowbrook is designed to feature a mix of high-quality housing, a dedicated business park and significant infrastructure improvements that are coordinated with the upcoming M5 Junction 10 upgrade, according to the developers.

While the nearby Elms Park development was recently approved, Willowbrook is unique in its ability to directly address the urgent housing and employment needs within the Tewkesbury Borough area, Bloor Homes says.

The first phase of the Willowbrook development involves Bloor Homes’ submission of an outline planning application for up to 1,700 homes, including affordable housing, which will be submitted in the coming weeks.

A key feature of the proposal is a new 350-space Park and Ride, aimed at reducing traffic on the A4019 Tewkesbury Road.

The proposals will also incorporate:

  • A new primary school with preschool education provision
  • A new local centre, including local shops and community facilities
  • New footpaths and new cycleways linked to existing communities and off-site routes
  • New wildlife habitats and improved connectivity with existing habitats, alongside extensive open space and both formal and informal sports provision
  • Sustainable drainage and water management

Jonathan Bryan, planning manager for Bloor Homes, said:

“Willowbrook is about more than just housing; it’s about creating a distinctive and sustainable gateway to North-West Cheltenham. By moving forward now, we are also providing the tangible evidence of growth needed to justify and support the vital M5 Junction 10 upgrades.

“This site has long been identified for future development, and our proposals ensure that the necessary infrastructure is delivered in a coordinated way that benefits both new and existing residents.

“Bloor Homes is committed to a transparent consultation process. Local residents, business owners and stakeholders are encouraged to view the masterplan and provide feedback via a dedicated digital consultation platform.”

The online consultation is running until March 6, 2026. Plans for the development and feedback forms can be found here.
