The fourth national Women's Rough Sleeping Census has commenced in Gloucestershire, continuing efforts to understand and improve the experience of women facing rough sleeping and homelessness.

Women often remain under-represented in traditional homelessness statistics, making their challenges and support needs unseen. The 2025 census revealed 162 women sleeping rough in areas where official counts recorded none, with many avoiding traditional counts by staying awake to prevent violence and exploitation.

This year's census brings new insights by exploring the role of pets in women's homelessness experiences, particularly where domestic abuse affects housing access. Understanding how companion animals influence support options is crucial, as the lack of pet-inclusive accommodation poses obstacles to finding safe housing.

Gloucestershire is one of the leading areas outside London facilitating this census, driven by the Gloucestershire Housing Partnership team, Gloucester City Council, and local partners. The census is vital in shaping effective policies for women experiencing homelessness.

In previous censuses, data from over 3,000 women across England highlighted the hidden nature of women's rough sleeping and informed service design to better meet their needs.

Councillor Rebecca Trimnell, Cabinet Member for Community Engagement at Gloucester City Council, said, "Women's experiences of rough sleeping are often hidden from view. By taking part in this census, women are helping us build a clearer understanding of the barriers they face."

The census encourages eligible women to share their experiences, promoting a deeper understanding of homelessness and supporting impactful change for women throughout Gloucestershire.
