New traffic enforcement measures in Gloucestershire to enhance road safety

ANPR cameras aim to reduce congestion and improve compliance from June

Starting today, Gloucestershire residents will experience improved road safety and reduced congestion as new traffic enforcement measures go live at 15 locations across the county.

Automatic Number Plate Recognition (ANPR) cameras are introduced to tackle moving traffic offences, such as banned turns, driving through restricted streets, and blocking yellow box junctions.

These measures aim to enhance road safety, decrease congestion, speed up bus journey times, and facilitate easier movement for emergency services and other road users.

Moving traffic offences often lead to delays, disrupt public transport, and elevate risks for pedestrians and cyclists. The new cameras are designed to encourage drivers to adhere to existing restrictions and enhance compliance.

Earlier this year, the local council held consultations allowing public feedback to inform a phased rollout of enforcement. Areas receiving the most support see immediate implementation, while others will follow after further review.

Phase one locations include:

  • Northgate Street - Prohibition of Vehicles
  • Eastgate Street - Prohibition of Vehicles
  • Westgate Street - Prohibition of Vehicles
  • Southgate Street - Prohibition of Vehicles
  • Cheltenham Transport Hub via Grovefield Way - Prohibition of Vehicles
  • Grove Lane junction into the A38 (southbound), Whitminster – Left Turn Only

For the initial six months, drivers committing offences will receive warning letters. Once this period ends, penalties will be enforced for ongoing violations. Funds generated from penalties will be reinvested into enhancing the county's transport network.

Cllr Roger Whyborn, cabinet member for sustainable transport and road safety at Gloucestershire County Council, said: "Making our roads safer and keeping traffic moving is essential for residents, businesses, and visitors. These measures are about improving compliance with rules that are already in place, reducing congestion, and helping emergency services and buses reach destinations more swiftly."

"We know there are strong views on enforcement, and that’s why we’ve taken time to listen to feedback and introduce this in phases. Our focus is on creating a safer, more reliable transport network, and any income raised will be reinvested to benefit local communities."

Cllr Rebecca Trimnell, Gloucester City Councillor for Westgate, added: "These measures will be particularly important for Gloucester’s gated streets, designed to make the city centre safer and more accessible. By reducing unnecessary traffic, we can create a more pleasant environment for people walking, cycling, and spending time in the city."
