Push for South West Mayoral Authority gains momentum across Devon
Leaders back devolution bid to boost local economy
Council leaders across Devon have united in support of a major devolution proposal that could bring enhanced powers and funding to the region.
In a joint letter to Government ministers, the Leaders of Devon County Council, Plymouth City Council, Torbay Council and all district councils have called for the creation of a South West Peninsula Mayoral Strategic Authority (MSA). The authority would represent 1.2 million people and an economy worth over £25 billion per year.
If approved, the new MSA would replace the current Devon and Torbay Combined County Authority. Leaders say it would act as an “economic powerhouse,” enabling faster progress on key issues such as transport, housing, skills, and clean energy.
Plymouth City Council Leader Tudor Evans highlighted the city’s £4.4 billion MoD investment and national security role as reasons for needing stronger powers. Devon County Council Leader Julian Brazil pointed to the region’s strengths in environmental intelligence and marine innovation.
Torbay and district leaders also stressed the benefits for tourism, housing, and joined-up planning while keeping local voices at the heart of decision-making.
