Plymouth City Council says it's working with police to evict the unauthorised encampment at Dean Cross.
The authority had issued a 24 hour notice to quit, which has since expired.
It says it's now in the process of applying to court for a hearing date.
In a statement, bosses at the Council added: "We are aware of a large unauthorised encampment at Dean Cross cricket pitch.
"We know that this is an area valued by residents, our staff have visited alongside police this morning to begin the legal process of eviction.
"Toilets and bins will be delivered to the site so that the area can be kept as tidy as possible, and to minimise clean-up costs afterwards.
"The 24 hour notice to quit has expired and we are currently in the process of applying to court for a hearing date.
"We maintain close contact with police colleagues and will keep the situation under review."
