It is shut northbound between Bellfield Interchange and Grassyards Interchange after the alarm was first raised around 1.30pm.
B7073 London Road is also closed in both directions to motorists and pedestrians at its junction with Wellpark Avenue and Billy Bowie Park.
Police and ambulance crews remain at the scene.
No injuries have been reported.
Drivers are asked to avoid the area where possible.
