Plans to revitalise Ripon Town Hall unveiled

It's proposed the landmark would be transferred to the City Council

A proposal is being discussed to transfer ownership of the historic Ripon Town Hall to Ripon City Council as part of efforts to revitalize the heart of the city. The iconic Grade II listed building, located in Ripon's Market Place dating back to 1799, was originally gifted by the Marquess of Granby in the 1890s.

The Executive of North Yorkshire Council will review a report on 21st April outlining the proposal for a 99-year lease of Ripon Town Hall at a nominal peppercorn rent of ÂŁ1 per year.

Cllr Gareth Dadd, North Yorkshire Council’s Deputy Leader and Executive Member for Finance and Resources, stated: “In 2023 we made a commitment to our communities to be the most local large council in England. Handing power and responsibility to our communities where appropriate was at the heart of this ambition, and this proposal would be a positive step along that path.”

The proposal aims to foster community benefits, bolster the local economy, and preserve the city's heritage, while potentially reducing running costs for North Yorkshire Council.

Once transferred, Ripon City Council plans to repurpose the council chamber for weddings and events, improve accessibility, and offer unused spaces for community activities. They intend to conduct a feasibility study and options appraisal to guide further improvements.

North Yorkshire Council has pledged an initial funding of ÂŁ55,000 and will cover business rates for 2026/27 while continuing the accommodation of existing tenants such as the Ripon and District Amateur Radio Society.

Cllr Barbara Brodigan, Mayor of Ripon City Council, expressed her support, stating, “This would be a proud step forward for Ripon, ensuring that decisions about the Town Hall are made by those who understand our city best and are most closely connected to its residents. Ripon is leading the way, and I am confident this example of handing down responsibility will inspire other communities to take greater ownership of their valued local assets.”

Cllr Andrew Williams, representing Ripon Minster and Moorside division said: “Ripon Town Hall has suffered from a long period without investment prior to the formation of North Yorkshire Council, leaving this historic building a shadow of what it once was. If approved, the transfer of Ripon Town Hall to the management of Ripon City Council will open up new opportunities to secure external investment, bring the building back to life and ensuring it once again makes a positive contribution to the city.”
