Parking charge consultation starts in York's Bishopthorpe Road, Micklegate and The Groves

Independent review seeks input from residents and businesses

An independent review of recent parking charge increases in York has begun.

The review is covering car parking in Bishopthorpe Road, Micklegate, and The Groves areas. It was initiated by traders and residents who raised concerns through The Right to Challenge Parking Policies Statutory Guidance under the Traffic Management Act 2004.

The review follows York Council’s decision to raise charges for council-owned car parks in these areas. Arup, a global consultancy firm, has been brought in by the Council to carry out the review after receiving a valid petition for the matter to be reconsidered.

Local residents and businesses can provide their input until Monday 2nd February 2026 through an online survey or paper copies available in libraries and local shops in the affected areas.

Richard Bickers, Director at Arup, said: “We are asking local residents and businesses to give their views about the impact of the price increase and the actions they think the Council should take going forwards.

“Once the consultation ends in February, we will be presenting our independent report to the Council so it can make a decision on this issue.”

Garry Taylor, Director of City Development, added: “Whether you’re a local resident, own one of the businesses in these areas, are employed by one, or you visit the shops on a regular basis, it’s vital you have your say.”

The Council will publish the independent review once it is completed, alongside updates on when it will be considered and the decision outcome. Details will be available on its website.
