North Yorkshire Council unveils plan to reshape Scarborough, Whitby and Filey harbours

A ten-year strategy aims to revitalise maritime industries and preserve heritage

North Yorkshire Council is inviting residents and stakeholders to help shape an ambitious ten-year strategy designed to rejuvenate Scarborough, Whitby harbours, and Filey Coble Landing.

The plan seeks to ensure the harbours remain safe, sustainable, and economically viable while celebrating their rich maritime heritage. The council hopes to embrace innovation and growth through collaboration and investment.

Focus on maritime opportunities

Part of the strategy includes plans for the £10 million Whitby Maritime Hub, which is scheduled to open in April 2026. The hub aims to breathe new life into Whitby’s maritime industry by diversifying the local economy and creating opportunities in maritime and marine sectors for residents.

Cllr Mark Crane, North Yorkshire Council's executive member for harbours, highlighted the importance of the strategy in securing the future of the harbours.

“This strategy provides a clear roadmap to secure the long-term future of our harbours through investment, innovation, and collaboration," Cllr Crane said.

"The vision will ensure that they remain cherished destinations and engaging spaces for residents, visitors and businesses.

“We want to preserve their rich maritime heritage, while promoting the fishing, leisure, tourism and renewable sectors.

“I would encourage people to take part in our consultation, with your views helping to shape our ten-year plan.”

Consultation open to public

The council is gathering feedback through a public consultation open until 22nd March 2026. Ward members, town councils, harbour user groups, and committees will also review the draft plans to provide expert input.

The strategy is set to be reported to the council’s executive this April.
