An independent investigation into military training sites, including the Army Foundation College in Harrogate, is underway.

The Armed Forces Commissioner is inviting contributions to a thematic review focusing on welfare, behaviours, and lived experiences at Phase 1 Training Establishments.

The review will consider experiences from 2021 to 2026, welcoming evidence from current recruits, instructors, Chain of Command, and those previously based at Phase 1 sites within the past five years.

Family members with experience in supporting a Service person through Phase 1 training are also encouraged to share their insights.

Eligible respondents include those familiar with establishments such as Army Training Centre Pirbright, Infantry Training Centre Catterick, and Royal Military Academy Sandhurst, among others.

Submissions should detail personal experiences of Phase 1 training, the effectiveness of provided support, the processes for raising concerns about inappropriate behaviours, and the usefulness of any safeguarding or bystander training received.

Participants must submit their evidence by 1st November 2026 via the provided PDF form, with additional guidance available.

For submission assistance, contact [email protected].

This review aims to enhance understanding and improvements within military training environments, contributing to better practices for current and future trainees.
