Plans to simplify pavement licensing in Herefordshire welcomed by hospitality leaders
Council initiative aims to boost local businesses and city centre vibrancy
Herefordshire Council's new draft "Big Economic Delivery Plan" has been welcomed by hospitality leaders as it aims to simplify pavement licensing for businesses across the county.
The plan involves reviewing the process for street pavement licensing, offering regulatory relief to high street businesses, in collaboration with Hereford BID, an organization representing local traders.
Mike Truelove, Chief Executive of Hereford BID, expressed satisfaction with the council’s initiative to address the challenges hospitality firms face in obtaining pavement licenses.
Previously, businesses have encountered cumbersome applications, repeated fees for minor amendments, delays, and sometimes unclear guidance, creating uncertainty for those investing in outdoor setups.
Pavement licenses allow cafes, restaurants, pubs, and bars to use adjacent public spaces but must ensure pedestrian access, wheelchair accessibility, public safety, and resident interests are protected.
The government has worked to simplify the licensing process as outdoor trading became more common during the COVID-19 pandemic.
Mr Truelove advocates a collaborative approach between businesses and council officers to find effective solutions, arguing that clear and consistent processes will enhance city centre activity.
Improving the pavement licensing process can increase footfall, support the viability of independent hospitality businesses, and foster a more vibrant and welcoming environment in Herefordshire's urban areas.
