Planning permission granted for 87 new homes in Brotton, East Cleveland
Concerns raised over pedestrian access and local amenities
Local councillors have approved plans by Gleeson Regeneration Limited to build 87 new homes in Brotton, East Cleveland.
The development, located south of Alford Road and west of Kilton Lane, is set to include 14 two-bedroom semi-detached properties, 50 three-bedroom semi-detached homes, and 23 four-bedroom detached houses.
A new vehicle access route will be introduced from Kilton Lane, alongside a pedestrian access linking to Landsdowne Road.
A council officer deemed the plans acceptable, stating that the project had been suitably designed, scaled, and orientated, ensuring it would not significantly impact the surrounding area's character.
Despite the approval, 15 objections were raised by local residents concerned about the lack of facilities, visual impact, and loss of green space. Skelton and Brotton Parish Council echoed these concerns.
The council's development engineers noted that several amenities were a ten-minute walk away, with the nearest bus stop being a quarter of a mile on Alford Road. They concluded that the site offered sustainable transport connectivity according to local and national policies.
Financial contributions of more than £300,000 have been agreed to address demand on local schools, NHS services, and leisure facilities, with nine homes categorised as 'affordable.'
Concerns were expressed about the pedestrian access to Landsdowne Road potentially facilitating anti-social activities. Although cyclist restrictions will be implemented, some committee members suggested removing the footpath.
Brotton ward councillor Graham Cutler recommended improvement measures for the A174 Kilton Lane roundabout due to the expected increase in traffic; however, this was beyond the development's scope.
The development site was previously earmarked for residential purposes in the council's Local Plan, which considered the area suitable for up to 270 homes by 2032.
