Pete Bungay, regional policy and campaigns manager for the South West of England, explains that pavement parking presents significant challenges for the visually impaired, often forcing them into the road to navigate around vehicles.
This poses considerable risks, sometimes resulting in individuals self-excluding from public spaces due to the barriers imposed.
Bungay noted that, historically, pavement parking has been a major obstacle to independence, consistently ranking as a top concern in surveys of blind and partially sighted individuals.
However, with the advent of new active travel infrastructure and silent vehicles, alongside micro-mobility options, challenges for the visually impaired have worsened.
Guide Dogs has long campaigned for changes to laws surrounding pavement parking and applauds recent government steps to enhance powers to address the issue.
The next step, according to Bungay, involves establishing a national regulatory framework for parking that assures consistency, benefiting both drivers and pedestrians.
The organisation stresses that uniformity and clarity in parking rules are crucial, avoiding a 'postcode lottery' where regulations vary significantly across regions.
