Former Hampshire Chief Constable Scott Chilton to face gross misconduct hearing
Investigation uncovered allegations of undeclared workplace relationships and dishonesty
Scott Chilton, a former Chief Constable of Hampshire and Isle of Wight Constabulary, is set to face a gross misconduct hearing following an investigation into alleged workplace relationships.
The Independent Office for Police Conduct (IOPC) launched an inquiry after a referral from the Hampshire and Isle of Wight Police and Crime Commissioner’s (PCC) office in February 2025. Chilton retired while under investigation in April.
The investigation revealed that Chilton may have breached several police standards of professional behaviour, including honesty and integrity, authority, respect and courtesy, orders and instructions, and discreditable conduct.
Allegations include failing to disclose a previous sexual relationship during his application for chief constable, having sex with another officer while on duty before his appointment, and dishonestly denying the relationship to senior figures during his tenure.
Chilton is also accused of abusing his position for a sexual purpose by engaging in an undisclosed relationship with a colleague while serving as chief constable.
IOPC Director Derrick Campbell said: “Any allegations involving officers abusing their position for a sexual purpose are taken extremely seriously," adding that evidence indicates potential breaches of professional standards.
The gross misconduct hearing will be arranged by the PCC, and a disciplinary panel will review the evidence to determine whether the allegations are proven.
