Plans unveiled to reshape Frome education system

Consultation seeks community feedback on transitioning to a two-tier model

Somerset Council is inviting people to share their thoughts on plans to transform the education system in Frome from a three-tier model to a two-tier structure.

The formal consultation has been launched to garner public feedback on shifting from the current model of first, middle, and upper schools to a new system comprising primary and secondary schools.

This proposal follows demographic changes in the Frome area, with a decline in younger children numbers expected in the near future.

Under the new model, Frome would have two secondary schools and 14 primary schools, with enhanced services for children requiring special educational needs and disabilities (SEND) support.

The council hopes the change will lead to fewer transitions during a student’s school life, improve curriculum continuity, and better utilise school resources and specialist staff.

If given the go-ahead, these changes could be introduced starting in September 2028.

The proposal has emerged after over two years of collaborative efforts by schools and educational partners, aiming to match school capacity to local needs and improve the sustainability of Frome’s schools.

Cllr Heather Shearer, Lead Member for Children, Families, and Education, explained the importance of gathering community input: “We know how important school arrangements are to children, families, and staff, and we want to hear from as many people as possible before any decisions are made.”

Shearer highlighted the goal of creating a sustainable education system that supports the community’s evolving needs: “The proposal is about creating an education system in Frome that is sustainable, supports children and young people to thrive, whilst meeting the needs of the community now and in the future.”

In-person Q&A sessions with education stakeholders will be held at Frome Town Hall, Christchurch Street West, on the 9th and 17th of June at 2 pm, 4 pm, and 6 pm, without the need to book.

The consultation will remain open until 10th July 2026.
