Wiltshire Council proposes new flexible travel assistance policy for SEND learners

Revised Post-16 plan aims to support independence while balancing budget

Wiltshire Council is set to adopt a new Post-16 Travel Assistance Policy for young people with Special Educational Needs and Disabilities (SEND), featuring a flexible approach to transport options for accessing sixth form and college.

The council, which legally reviews its Post-16 Transport Policy Statement annually, carried out a consultation with stakeholders to shape the proposed policy.

This discretionary assistance currently supports 431 Post-16 learners with Education, Health and Care Plans (EHCPs), at an annual cost of approximately £2.3 million.

In response to rising costs and increasing demands, the council seeks sustainable transport solutions aligning with Medium-Term Financial Strategy savings.

The revised policy recommends fewer usages of designated taxi providers, introducing independent travel support, public transport access, or parent-supported travel based on individual needs.

These modifications aim to foster independence and reduce reliance on taxis, contributing to projected savings of £406,000 in 2026/27 and £292,000 in 2027/28.

Councillor Jon Hubbard expressed gratitude to consultation participants for their crucial contributions shaping the policy.

He stated, "We know how important travel arrangements are for young people and their families, and the feedback received has played an important role in shaping this proposed policy."

The Post-16 Travel Assistance Policy outlines potential arrangements:

Public transport will typically be the first option, supplemented by Independent Travel Training if needed.

Personal Travel Budgets may be provided if public transit or training proves unsuitable, helping families arrange transport according to individual needs.

Paid seats on existing routes may be offered via the Spare Seats scheme.

Taxis or minibuses will remain available if no other options suffice, ensuring attendance at designated education settings.

The revised policy targets new Year 12 courses while maintaining existing arrangements for those continuing into Year 13.

This strategic initiative reflects Wiltshire Council’s commitment to supporting SEND learners' development while navigating fiscal responsibilities.
