Wiltshire Council seizes vehicle with unpaid parking fines in Salisbury

Over 290 parking fines linked to nuisance vehicle

Wiltshire Council has taken decisive action against a persistent parking offender by seizing a vehicle with more than 290 unpaid parking fines.

The vehicle, found in Salisbury, was tied to numerous parking offences and registered using false details, including an address of a legitimate business unrelated to the violations.

Since October 2025, the current registered keeper has acquired over 140 unpaid penalty charge notices (PCNs) amounting to over £3,000.

Previously, the vehicle gathered over 150 PCNs under a different registration, marking it as one of Wiltshire's most notorious offenders.

The seizure, conducted earlier in April, was performed by council officers along with enforcement agents Rundles as part of their ongoing efforts to combat non-payment and support local communities.

Cllr Martin Smith, Cabinet Member for Highways, emphasised the importance of the action taken:

“We have a small number of motorists who repeatedly refuse to pay to park, either in car parks or on the public highway, and instead allow large numbers of PCNs to accumulate. In this case, the driver has been a complete nuisance," Smith said.

He highlighted how unpaid parking penalties burden the council and taxpayers and inconvenience residents and businesses.

The council also notes an alarming trend of false registrations using genuine businesses' addresses, causing unwarranted connection to offences.

If the vehicle's owner does not settle outstanding PCNs, the vehicle might be auctioned according to enforcement regulations.
