Melksham man convicted for threatening behaviour towards parking officer
Che Lee-Cummins faces legal action for repeated abuse of Wiltshire Council staff
A man from Melksham has been ordered to pay £100 after admitting to using threatening and abusive behaviour towards a Wiltshire Council Parking Civil Enforcement Officer.
Che Lee-Cummins appeared at Salisbury Magistrates' Court on 24th April 2026, where he was convicted.
The case centres around several incidents in Market Place, Melksham, where Mr Lee-Cummins unlawfully parked in disabled bays, despite not having a valid Blue Badge.
On at least four occasions, he directed abusive and threatening behaviour towards a female Civil Enforcement Officer in her sixties as she carried out her duties.
Two of these confrontations were captured on CCTV, with Mr Lee-Cummins continuing to harass the officer after the incidents concluded.
Council Responds to Conviction
Wiltshire Council has expressed concerns over abuse toward public-facing staff, saying it won't tolerate it.
The conviction supports Wiltshire Council's No Excuse for Abuse campaign.
The initiative aims to raise awareness of verbal abuse, intimidation, and physical threats experienced by frontline workers, including Civil Enforcement Officers.
The campaign highlights that such behaviour is unacceptable and may result in legal consequences.
Cllr Martin Smith, Cabinet Member for Highways, commented on the case: "Our Civil Enforcement Officers are simply doing their jobs to keep roads safe, accessible and fair for everyone. They should never be subjected to intimidation, threats or abuse for enforcing the law."
Cllr Smith stressed that abusive and threatening behaviour can lead to prosecution, reinforcing the council's commitment to protecting staff.
