Oxford United hit with transfer embargo over financial rules
The League One club cannot register new players after failing to meet EFL salary spending regulations, but says it expects to resolve the issue before the January transfer window

Oxford United have been placed under a temporary transfer embargo after failing to comply with the English Football League's Salary Cost Management Protocol (SCMP).
The League One club confirmed the embargo in a statement released on Thursday, July 9, 2026, saying it is currently unable to register new players while it works to bring its finances into line with EFL regulations.
SCMP is the EFL's financial control system for League One and League Two clubs. It limits how much clubs can spend on player-related costs in relation to their turnover and owner funding.
Oxford United said the issue follows the club's relegation from the Championship and changes to EFL rules that removed the staggered approach to equity injections. The club said it has been working to align its financial position with League One reporting requirements.
The club said shareholders have committed to increasing investment over the coming months, alongside measures to reduce overall costs. Oxford United said those steps are expected to make the club compliant with the regulations and leave it in a stronger position ahead of the January transfer window.
Despite the embargo, Oxford United said it believes it already has a competitive squad in place for the new season. The club said its priority during the summer transfer window will be retaining the players already at the club to give head coach Aaron Ramsey and his coaching staff the strongest possible group for the League One campaign.
The embargo means Oxford United cannot register any new signings until the club meets the EFL's financial requirements.
Oxford United had already added to squad before embargo
Oxford United had already made moves in the summer transfer window before the EFL sanction was imposed, with the club bringing in new additions ahead of the embargo being confirmed.
The club signed Slovenia striker Nik Prelec from Italian side Cagliari Calcio for a reported fee of €1 million (£860,000), according to transfer records, with the 25-year-old becoming one of the first permanent additions of the summer.
Oxford also brought in Dutch-Angolan defender Ruben Roosken from Huddersfield Town. The fee for the 26-year-old left-back was not disclosed.
The club also appointed Aaron Ramsey as head coach during the summer as they prepare for life back in League One following relegation from the Championship.
Oxford United have also already seen a number of players leave during the summer rebuild, with several departures coming after contracts expired following relegation from the Championship.
Winger Przemysław Płacheta, defender Stuart Findlay and striker Will Goodwin are among those to move on, while Myles Peart-Harris, Hidde ter Avest and Owen Dale are also no longer part of the squad.
