Solar farm near Rushden Lakes approved after appeal

Planners set a 40-year limit and environmental safeguards as conditions

A solar farm covering 20 hectares near Rushden Lakes has received approval following an appeal, after additional investigations into its impact on protected bird habitats were conducted as requested.

North Northamptonshire Council (NNC) failed to issue a decision on time for the solar development proposal by Innova Renewables Development Ltd, leading the applicant to appeal in November of last year.

The government’s planning inspectorate released a decision notice this month, which identified the primary concern as the effect of the proposal on the Upper Nene Valley Gravel Pits Special Protection Area. This site provides crucial resting and feeding areas for over 20,000 wintering waterbirds.

Further surveys carried out in early 2026 reaffirmed earlier results from 2024 and 2025, showing no recorded presence of protected birds, such as lapwings and golden plovers, on the appeal site, which is located within 100 metres of the protection area.

Upon review, the inspector concluded the land does not serve as functionally linked land (FLL) for these species. Both Natural England and the council’s ecologist expressed satisfaction with the findings.

Concerns from other parties about the project's visual and landscape impact were dismissed, noting the site's proximity to the Rushden Lakes development and adjacent sewage works.

Planning permission has been granted, along with a requirement for an environment management plan to be in place before construction begins to avoid disturbances to nearby designated sites. The solar site is sanctioned for a temporary period of 40 years from the first electricity export date.

An application for costs against NNC over "unnecessary expense" due to the appeals process was declined.
