Council refuses plan for Northampton bungalow transformation into children's care home

Proposal faced objections over location suitability and impact on neighbourhood

A proposal to convert a bungalow in Charnwood Avenue, Headlands, Northampton into a residential care home for up to two children has been rejected by the council.

The application, submitted by Concept Care Solutions, aimed to accommodate children aged 7 to 17, supported by a registered manager and two staff members providing around-the-clock care.

Plans included repurposing the main building to feature children's bedrooms, a shared kitchen, dining area, lounge, and an outbuilding transformed into a sensory room.

Local ward councillor Joanne Blythe raised objections, citing overintensive use in a peaceful residential area, the loss of the bungalow from housing stock, and inadequate local amenities for young people.

Councillor Blythe highlighted public concern, noting 23 objections from residents, suggesting the committee should consider them significantly.

Louise Coventry, a resident opposing the plans, voiced apprehensions about disturbances to the calm environment during the meeting.

"I fully recognise the importance of providing care for vulnerable children," Coventry said, "however, the key issue is whether this is the right location, and I do not believe that it is."

She described Charnwood Avenue as predominantly elderly, comprising mostly bungalows with low activity, indicating a significant functional shift with the proposed change.

Despite recommendations from West Northants Council planning officers who deemed the plans suitable and beneficial for children's care, planning committee members expressed reservations.

Concerns focused on its effect on future residents' amenities, overintensification of the site, and the impact on neighbouring properties.

In the end, the committee voted against the proposal, deciding that the site was unsuitable for the intended transformation.
