Improvements with safety, but challenges remain with purposeful activity and drug use

Norwich prison has shown some improvements in safety and other areas since the last inspection in September 2022, according to the latest report from March 2026.

The reception prison, which also has category C and D functions, improved its safety rating to ‘reasonably good,’ significantly reducing levels of self-harm and serious assaults. The introduction of a violence reduction wing has helped address frequent fights and assaults, although further therapeutic support is needed for prisoners.

However, challenges remain, particularly in purposeful activities where the rating improved but remains ‘not sufficiently good.’ Recent cuts to education provisions have led to decreased opportunities for category C prisoners, causing boredom and demotivation. Overcrowding is also a concern, with many living in cramped cells designed for one person.

The use of the gym and library facilities is notably low, highlighting a lack of engaging activities to motivate prisoners positively. Efforts have been made to encourage self-care and well-being through activities like yoga and meditation, showcasing innovative approaches to prisoner care.

Governor Declan Moore, who has been pivotal in achieving progress since his appointment in September 2018, is set to retire in summer 2026. His leadership, while instrumental, reveals the need for a succession plan to ensure continuity in addressing ongoing issues at Norwich prison.

Despite improvements, significant concerns remain, such as high drug availability and insufficient accommodation for released prisoners. The prison's leadership faces challenges in aligning education and work provisions with the labour market, addressing overcrowded conditions, and improving support for prisoners at risk of self-harm.

The prison's exterior security also needs enhancement, with weaknesses in physical security and CCTV coverage on the category C site presenting vulnerabilities for drug supplies.

The governor's retirement will mark a critical point for Norwich prison, demanding strategic planning and sustained efforts to address areas that still require improvement.
