Norfolk Constabulary faces a fresh scandal after body-worn camera footage captured officers discussing visits to a brothel and boasting about illegally stopping and searching black women.
The recordings, made inside Bethel Street Police Station, were inadvertently left running after a body-worn camera was confiscated from Gemma Barnes, an animal rights protestor, during her January 2023 arrest.
The footage spans over four hours and reveals a range of troubling conversations among the officers.
Senior police officials have acknowledged that the content "will undermine public confidence in policing," prompting a new internal investigation.
Among the discussions, a female officer can be heard admitting to the unlawful stopping and searching of black females, with comments such as "You're being black and disobedient" during encounters.
Additionally, officers talk about a visit to a Norwich massage parlour featuring discussions about "happy endings" and other inappropriate details.
Barnes, who has frequently clashed with police during her protests, released some footage online and launched legal action against Norfolk Constabulary for wrongful arrest and other charges.
An initial investigation by Norfolk Constabulary addressed misconduct processes but did not yield wider evidence of discriminatory practices according to their review of arrest and stop-and-search records.
The Independent Office for Police Conduct (IOPC) later recommended further inquiry and learning for officers, yet Barnes and her solicitor have launched a judicial review of the IOPC's handling of the case.
Given the circumstances under which the camera was carried, identifying specific officers involved from the footage is challenging.
As the footage continues to be shared online, Norfolk Constabulary is further reviewing the newly circulated material, acknowledging that it contains previously unrecognized comments. The matter remains under active investigation.
