Norfolk County Council is taking legal steps to challenge a new government plan that could change how local councils work in the area.
The government wants to reorganise Norfolk's councils, turning the current system into three larger councils, called unitary authorities.
Earlier in June, Robin Hunter-Clarke, the deputy leader of the council, wrote to complain about these plans, suggesting they might legally challenge them.
The judicial review is an early stage in the legal process, where the court checks if the complaint should be pursued. If it goes ahead, the court will look at whether the government made its decision properly.
