Hospitals in Humber region to enter special measures amidst leadership concerns

NHS staff call for stable leadership as enforcement undertakings are introduced

Hospitals under the NHS Humber Health Partnership, which spans East Yorkshire and North Lincolnshire, are transitioning into special measures due to ongoing leadership concerns.

According to a spokesperson, NHS England has informed the partnership that it will enter Segment 5 of the National Oversight Framework and adhere to a set of enforcement undertakings.

The spokesperson noted that the challenges faced by the organisation have been present for some time and are not new.

Since the summer, the Humber Health Partnership has been developing a clinically-led Improvement Plan aimed at addressing these longstanding issues openly.

The plan, which has been shaped by frontline clinicians and teams, outlines clear actions to enhance patient safety, stabilize services, and improve the reliability of care.

The added oversight and enforcement undertakings provide a structured framework to support the execution of this plan, with a focus on strengthening leadership, governance, and organisational arrangements within the group.

UNISON Yorkshire and Humberside regional organiser Brendan Cafferty said: “This news comes after a series of concerning decisions made by the interim team running Hull University Teaching Hospitals NHS Trust.

“A constant turnover of senior managers alongside regular changes to structures within the trust has created a sense of uncertainty for staff, and a lack of clarity over who is in charge.

“It also raises questions over whether decisions are being made in the best interests of patients.

“Frontline NHS staff want to deliver the best patient care possible to the people of Hull and beyond. They’re proud to work for the organisation.

“But they deserve a senior leadership team that supports them to do that.”
