Investigation after man dies in police custody in Lancashire

An independent investigation is under way after a man in his 30s died in police custody in Lancashire.

Officers were initially called to reports of a man refusing to leave a cinema on the night of 11 July.

He was later detained under the Mental Health Act at Holmes Mill in Clitheroe and taken by police van to Royal Blackburn Hospital.

While at A&E, the man’s condition worsened.

Officers placed him in the back of the van outside the hospital where medical staff later began CPR at around 6.35am.

He was declared dead an hour later.

The Independent Office for Police Conduct (IOPC) says it believes a woman who spoke to the man before police arrived, and others who saw the interaction at the hospital, could help with their investigation.

Amanda Rowe from the IOPC said "Our thoughts are with the man’s family and friends, and all those affected by his death.

"We have now met with his family to explain our role and have advised them of the next steps.

“It’s important that an independent investigation is carried out to fully establish the circumstances when someone has died in police custody.

"If you believe you have any information of the man’s interaction with police, I urge you to get in touch.

"We will ensure that the man’s family and the force are kept informed as our investigation progresses.”

The IOPC has body-worn video from officers involved and is reviewing further footage and evidence.
