Blackpool hotel owners fined £120,000 after death of 10-year-old

Owners of the Tiffany Hotel in Blackpool have been fined £120,000 over health and safety violations after a tragic incident in their lobby killed a child.
The charges, brought by Blackpool Council against Y7 Hotels Ltd, follow the death of 10-year-old Jack Piper-Sheach, who suffered an electric shock in September 2023.
Although Lancashire Police investigated the incident, no criminal charges were deemed necessary.
However, Blackpool Council pursued health and safety offence charges.
Appearing at Preston Crown Court on 15th April 2026, Y7 Hotels Ltd pleaded guilty to two health and safety violations, unrelated to Jack's death.
The company was fined £120,000 and ordered to pay £24,000 in costs to the council at a sentencing hearing on 26th June.
Blackpool Council's investigation revealed that while Y7 Hotels Ltd complied with electrical inspections, essential remedial electrical work was not conducted properly.
An electrical installation condition report (EICR) from 2020 had flagged concerns about dangerous electrical installations which were insufficiently addressed.
Councillor Dave Flanagan from Blackpool Council stated: "This case should serve as a wake-up call for all hoteliers and business owners."
The council's team coordinated with Health and Safety Executive (HSE) inspectors, discovering additional hazards at the hotel.
Ensuring the electrical installations were satisfactory, an Improvement Notice was served, and further checks ensured compliance before the hotel was permitted to reopen.
Flanagan reiterated the importance of regular reviews and appropriate completion of remedial works by qualified electricians to prevent health and safety breaches.
He praised Blackpool Council's Health and Safety Team for their diligence in investigating and resolving this case.
