Government backs return of International Rail Services to Kent stations

The government has signalled strong support for the return of international rail services to Kent, with Rail Minister Lord Hendy backing greater competition as a key driver for restoring train routes to Ashford and Ebbsfleet International stations.

Both stations lost their international links during the pandemic, but renewed focus from ministers could soon reconnect Kent with key European destinations.

At a recent conference held at Ashford station, Lord Hendy addressed assembled rail industry leaders, local officials, and campaigners passionate about international rail’s return.

In his speech, the minister highlighted the strategic value of Ashford and Ebbsfleet International and the High Speed 1 line, stating:

“Standing here in the international terminal really brings home what a fantastic asset Ashford and Ebbsfleet International stations, and the High Speed 1 line more generally, are.

"It is also a reminder of the importance of realising their potential again as gateways to Europe – the central theme of today’s event.”

Lord Hendy emphasised the economic impact of international rail services, citing a Good Growth Foundation report that estimated the potential value of such connections to the South East visitor economy at £500 million per year:

“International rail services are hugely beneficial to the areas and communities they serve, providing sustainable, fast and convenient connections to Europe,” he noted.

Despite international rail demand rebounding to over 11 million passengers per year since the pandemic, a record high, services at Ashford and Ebbsfleet remain suspended.

Lord Hendy attributes the slow return to lingering capacity and operational barriers, but believes the government can unlock a new chapter for international rail in Kent by fostering competition.

“I firmly believe that competition offers the best prospect of international services returning to Kent stations, and welcome the recent announcements that several new entrants are exploring the possibility of serving Ashford, Ebbsfleet and Stratford International stations,” Lord Hendy said.

He pledged the government’s willingness to work with industry partners and local stakeholders—including Kent County Council, the Kent and Medway Economic Partnership, borough councils, and tourism organisations—to lower barriers for train operators.

“I know that operating cross-Channel rail services involves highly unique operational challenges, such as juxtaposed border and security controls.

"The Government stands ready to work with you and other industry partners to explore whether we can help reduce costs and lower barriers for operators at these stations.”

Lord Hendy concluded with a message of reassurance: “The Government hears you. We understand the importance of bringing back international rail services to Kent and fully support this ambition.

"We will continue to work constructively with all partners to make the case for reinstating services.”

The return of international rail links at Ashford and Ebbsfleet would mark a transformational step for Kent’s economy, connectivity, and sustainable travel options in the wake of the pandemic.
