Colley highlights the Lifelong Learning Entitlement as a potential game-changer - advocating for an education system where learners can move effortlessly between apprenticeship, technical qualifications, and university, enhancing their skills throughout their life.
The Prime Minister emphasised that ambition isn't the barrier for young people; rather, it's skills and experience that are needed for leveraging those aspirations.
Universities play a crucial role in realising this vision, with their outreach and widening participation teams serving communities by expanding educational opportunities.
With nearly one million young people categorised as NEET (Not in Education, Employment, or Training), there exists a pressing need to address regional skill shortages.
Colley argues for a broader remit for university outreach teams - extending their efforts beyond promoting university to supporting all high-quality educational routes.
In anticipation of the Department for Education’s Higher Education Access and Participation Task and Finish Group findings due January 2027, he suggests deploying local expertise in supporting routes into learning, skills, and employment nationally.
