Alleged illegal waste site cleared in Southend

A waste site in Southend has been cleared and restored following the joint efforts of Southend-on-Sea City Council, the Environment Agency, and various partner agencies.
The site on Progress Road was under investigation since November 2025, suspected of functioning as an illegal waste dump.
Southend-on-Sea City Council and the Environment Agency intervened to halt further waste deposits.
Multiple Council departments collaborated with the Environment Agency to handle the situation.
The site was secured with barriers which, when removed, necessitated 24-hour security managed by the Council.
Despite barriers being removed, security measures were implemented until a long-term solution was crafted.
Following the statutory notice by the Environment Agency demanding waste removal, cleanup operations ensued.
By July 2026, extensive waste removal led to clearing, securing, and restoring the land.
Councillor Kevin Robinson highlighted the resolution of a major environmental concern due to the concerted work behind the restoration.
Lesley Robertson, Environment Agency Enforcement Team Leader, noted the risks posed by illegal waste activities, underlining the importance of collaborative efforts.
A legal prosecution is underway against ESG Environmental Ltd and its director, John Presland, following the Environment Agency's investigation.
The first hearing is scheduled at Southend Magistrates' Court at 10am on 17th December 2026.
